Candidate Bio
Jay Lugo is a health care executive specializing in ophthalmology and nonprofit leadership, currently serving as Director of Envision. He oversees daily operations for multiple programs, including the Envision Eye Bank, Idaho Lions Vision Clinic, and several statewide vision, hearing, and assistance initiatives.
A Certified Eye Banking Technician and former Certified Ophthalmic Technician, Jay brings strong technical expertise and a commitment to quality, compliance, and innovation in eye care. He is Co-Chair of the “YES” Idaho Organ, Tissue, and Eye Donor Registry and is an active educator and public speaker in the field of donation.
Jay is also an Eight Principles Fellow and Board Chair focused on sustainable nonprofit fundraising. His leadership experience includes serving as District Governor and Council Chairman for Lions Clubs International. His specialties include operational efficiency, regulatory compliance, nonprofit administration, quality assurance, policy development, and health care education.
Candidate Statement
I am entering my 32nd year in eye banking and my 40th year in ophthalmology. I am currently the Idaho state authority in organ, tissue, and eye donation (we are the only agency based in Idaho). I am committed to our industry and want to ensure that my 32 years of experience make a meaningful difference. I recently earned my MBA, which has increased my motivation and confidence in making critical decisions that can affect both my agency and the 52 eye banks in the U.S.
My mindset is to help further the future of eye banking services while returning to a more collaborative culture. I am dedicated to addressing challenges related to fee structures, reimbursement, and the long-term sustainability of our field. I would prioritize strategic planning sessions and focus on supporting eye banks of all sizes, with particular attention to the needs of small and medium banks.
I aim to make my term meaningful for both myself and the Association by honoring our past while focusing on our future. My motivation is to create positive impact for all stakeholders while remaining inquisitive and open to continuous learning.
